PRESIDENT BIDEN'S BUDGET REQUEST TO CONGRESS INCREASES FUNDING FOR NOAA, NSF, and NASA

On June 16, the Consortium for Ocean Leadership (COL) held a Policy Briefing for COL Members to discuss President Joe Biden’s FY22 Budget Request to Congress. The call highlighted the increases in funding to NOAA, NSF, and NASA.

Biden’s budget requests $6.98 billion for NOAA a 29% increase over FY 2021 enacted. According to COL, the NOAA budget reflects the Biden administration’s investments in addressing the changing climate. Investments in research, observations and forecasting, restoration and resilience, offshore wind development, and equity support the agency’s goal of increasing efforts to research, mitigate, and adapt to the impacts of climate change. This includes a $853.9 million to National Ocean Service (NOS) Operations, Research, and Facilities (ORF), which is a 38% increase over FY 2021 enacted. Within this funding, $69.5 million is slated to fund the Integrated Ocean Observing System (IOOS) Regional Observations and $9 million is scheduled to be used to advance racial equity through NOS products and services for coastal resilience to make specific and systematic changes to engagement, service delivery, and training to equip coastal communities, especially those with underserved populations. In addition, $1.1 billion is budgeted for the National Marine Fisheries Service, which is a 14% increase over FY21. Of these funds $17.9 million is slated for aquaculture, $8.3 million for wind energy, and $5.2 million for fisheries management.

The National Science Foundation budget has been increased 20% over FY21 enacted to $10.2 billion. According to COL the request focuses on advancing science and engineering research, accessibility and inclusivity, and global leadership in science and technology. It also focuses on the administration’s priorities of research and development and emerging technologies to advance climate and sustainability research.  

Biden’s budget request increases funding for NASA to $24.8 billion, which is a 7% increase over FY 2021 enacted. According to COL, this increase demonstrates the administration’s commitment to addressing climate change with Earth Science activities. It focuses on funding for the Earth System Observatory, space-based satellites, instruments, and missions to deliver data to create a 3D view of Earth. It also focuses on initiatives to attract and retain underserved and underrepresented students in STEM fields.
